Create spotify config option entry.

Throws
When not able to create entry or database fails.

Returns
ID of the created entry.
Parameters

  Path to database.
- input: ExistsInput
  
  Create info.
- logger: Readonly<Logger>
  
  Logger (used for logging).
Returns Promise<boolean>
